Part 4/11:
Years later in 1992, the story shifts to the modern day, where the Hoover Dam is besieged by a group of terrorists who have already wreaked havoc. The military, unable to control the situation, sends in the Universal Soldiers—a counter-terrorism unit devoid of individual memories and emotions, effectively acting as engineered soldiers. Among these soldiers, Deveraux and Scott have been resurrected as GR44 and GR13, but their past remains buried in the depths of their enhanced programming.
