Part 2/9:
The film opens in a Korean government laboratory, portraying a disturbing initiative where scientists implant chips into dogs as part of an experimental program known as Project Silence. These dogs are being conditioned for military use, raising ethical questions about the lengths to which governments might go in pursuit of power.
Simultaneously, tensions rise in the political sphere as Secretary Chang interacts with Deputy Director Chaw, who is deeply invested in an upcoming presidential campaign. Amidst personal tribulations—including strained relationships following the death of his wife—Chaw’s focus remains on duty, even as his daughter Kyung Min prepares to leave for her studies in the United States.
