Upon entering the prison yard, Payback confronts Diamond Jim, an inmate seeking revenge for the death of his superhuman brother—also at the hands of Payback. Their ensuing fistfight is fierce but interrupted by officers, emphasizing the ever-present tension within the prison environment.
Meanwhile, Diego learns from another inmate, Gordon Tweedy, about the notorious superhuman known as The Loeb. With the ability to manipulate minds, The Loeb resides in a special cell, heavily guarded. The Warden, Walton Devlin, exploits the inmates, motivated by greed and seeking to profit from their enhanced abilities. His ruthless approach breeds dissent among the staff, particularly from the deputy Warden, who expresses her concerns over the mistreatment of prisoners.
