Upon arriving on Mars, Quaid, now known as Hower, seeks to reclaim his lost identity. Disguised as a socialite, he navigates the treacherous world of Mars, filled with its sealed structures and rebels fighting for freedom. As tension escalates, he discovers that the government is exploiting resources under the pretense of security.
Hower finds brief solace and guidance from members of the rebel group, including Quado, who instructs him on how to destroy the turbini mine. This piece of information ties back to V’s motivation to erase Hower's memories—he posed a significant threat to the regime’s ambitions.
