At military headquarters, Max encounters a soldier who guides him deeper into this strange new world. Surprisingly, Max learns that although the planet has advanced technologies, its societal structures are far from perfect. The planet's government is ruled by shadowy figures known as the Unknown Fathers, who use their power to maintain order but inflict suffering on their citizens.
