One would assume that Sauron, known for his spite and desire for power, would eliminate potential threats. However, Gollum’s frail physical form deemed him unsuitable for the labor Sauron typically demanded from captives. Instead, Sauron calculated that Gollum's resentment against the Hobbits would serve as a useful tool for locating the One Ring. Sauron viewed Gollum as a potential informant, almost like a living GPS, believing that Gollum would lead his forces to the Ring's location.
