Many speculate that this decision stems from the Pakistan Cricket Board's reaction to the Board of Control for Cricket in India (BCCI) deciding not to send the Indian team to Pakistan. After extended discussions, the BCCI firmly concluded that India would not travel to Pakistan due to government restrictions. This back-and-forth communication between the two cricket boards reached a point where the PCB threatened to withdraw from the tournament altogether.
In response, the International Cricket Council (ICC) proposed a hybrid model: India would play its matches in Dubai while the tournament would continue in Pakistan. Interestingly, the venue for the knockout stages and the final remains undecided. Should India qualify, their potential fixtures will also take place in Dubai.
