Interestingly, the salary cap stipulates both maximum and minimum spending rules. Each team must spend at least 90% of their salary cap across a rolling three-year average. Failure to meet this threshold would require the team to distribute the remaining funds to players on their roster. Additionally, the entire NFL is subject to a floor stipulation, mandating that the collective cash spending of all teams must be at least 95% of the total salary cap over a three-year period.
