The California Water Wars: Deception and Strategy
The story took a darker turn as Eaton orchestrated a plan that would respectively come to be known as the California Water Wars. By strategically positioning himself within the Bureau of Land Reclamation, Eaton gained access to crucial plans aimed at supporting local farmers. Under the guise of wanting to start his own farm, Eaton discreetly purchased land in Owens Valley while simultaneously signing over the water rights to Los Angeles.
