To illustrate the principle of quantized inertia, McCulloch provides an analogy involving a moving boat in an ocean. Just as a boat with a skirt on one side will be pushed by waves on the opposite side, an object accelerating through space experiences a difference in the quantum waves surrounding it, leading to inertial effects. In McCulloch's model, if an object accelerates, it interacts with the quantum vacuum around it in a manner that results in resistance to that acceleration, which can manifest as inertial mass.
