Corruption and Intelligence Gathering
One critical aspect of any potential U.S. involvement in Mexico is the pervasive corruption within the Mexican government, which complicates the possibility of collaboration and transparency. The U.S. has engaged in what are described as spy flights over Mexican territory, gathering intelligence on cartel movements and infrastructure.
