While there is some truth to the fact that officials anticipated Japanese aggression, the idea that Roosevelt allowed a devastating attack on American forces does not hold scrutiny. The U.S. did have indications that something was brewing but lacked specific information on when or where the attack might occur. The assumption that Roosevelt would gamble with the lives of thousands is an almost unfathomable proposition.
