The root of the problem can be traced back to a myriad of factors, predominantly financial constraints. The Cuban authorities have struggled to acquire enough fuel to generate electricity due to the economic fallout stemming from the collapse of historical partnerships. In the past, Cuba had a reliable supply of oil from the Soviet Union, which provided free oil during their alliance. This support disappeared with the Soviet Union's dissolution in the early 1990s.
