Agree. It's kinda weird that it is rarely mentioned anyways. I think the most simplest solution would be coloring, under th, $0.00, over th,$0.02 .

From what I read, dust payouts don't get made if the cumulative reward is less than 0.02 HIVE. That implies that if the cumulative reward is above 0.02 EVERYBODY gets paid. I'm not sure if that's how it works though.
Not 0.02 HIVE, but 0.02 dollars as far as I know. But yes, other than that, what you described is exactly right.
