Bitcoin is at its resistance zone which needs some good news or good volume for breakout. Otherwise we will see #Bitcoin again at $64K testing its support level.
You may have noted that after Bitcoin pump, many altcoins are still down. The main reason for it is the less confidence of the investors.
Investors don't want to invest in altcoins because they dont think it a safer investment.
Rather they prefer Bitcoin, which is far safer then other crypto coins.

Yes, Altcoins will surely rise and it will start when Bitcoin confirms its breakout that is to move about $66K.
All investors will start investing once Bitcoin breakdown its resistance level and in this case altcoins will rise.
Therefore, the best time for investing in altcoin is after the breakout of Bitcoin.
