As far as I know they don't give you a huge delegation, they just allow you to curate for their big account and they vote after you, which means you'll get higher curation rewards than you'd get otherwise.
Some communities are delegating to their curators. One example is OCD. I'm just unsure how does their term works.
According to one recent AMA, Inleo is actually looking for Curators, I don't know the detail, but you should be able to negotiate with @khaleelkazi if you want this "job."

As Nifty and Sergio said, the most surefire way to get a whale delegation is to be a friend with one. Not an easy task as most whales have already completed their own circles. !LOLZ
