1/ In my opinion, if a user s having HP and is active in the community, and engaging in the community, then the primary focus should be to curate by himself, that way, not only he contributes, but also strengthens PoB.
2/ Proof of Brain also includes decentralized curation, which means independent judgment should come in to truly make decentralized curation. Profoting, or optimal curation should always come next and can never be at the cost of the first.

3/ Only when a user is not active but has certain HP he should ideally delegate to other members/ a community.
Note- It's just an opinion, can be taken as a perspective as well. Nothing beyond that.
