I see the reason with this approach and I am too against users milking the reward pool. I like engagement but in a smart way and if you have an opinion on this. Replies that don't say anything, don't provide any value shouldn't be in general upvoted.
Still we need to distinguish between those and new users which might need encouragement and guidance.
Curator role is not easy having this in mind imo.
