The HBD is transferred to their accounts. Valueplan say that there are expenses submitted with bills but I am not sure. If this was the case, there would be alot more refunds because costs never add up to the exact amount funded.

Even if you have bills that doesn't make change, you can make fake a bill that will just give you an extra investigation which lead you to massive headache.
