Those Russian jews in that picture indeed are figure heads for companies and organizations but they are not in charge. They were put into those positions by cossacks so that if something would go wrong, they would blame the jews. Russia is very antisemitist country and the leadership takes full advantage of that.
Ok, better question would be, why have the Jews been thrown out of 109 countries over 1,000 times?
