I agree that Russian regime shouldn't be labeled as bad actors. I'd label them as war criminals guilty of murdering & raping civilians.

people are casualties in war. The US did the same after 9/11 to Iran, even though the government of Iran was against said terrorist group which the US equipped to fight in one of its proxy wars. Is it right? No.
