I would say you are generally correct there seems to be reoccurring normative forces that bounds or demarcates speech if the context is well defined.

At a large scale (like X), or a small scale (like InLeo), there will always be exceptional cases where the community thinks an individual should have their speech limited.
The beauty of decentralization media (like Hive) though, is that if a certain person or group is feeling censored, they can establish their own community, where all their past messages can be recovered from the blockchain.
