Creators Subscriptions means that will be able to set a monthly subscription fee to give people access to premium content that will not be available to non-paying readers/viewers. This summary should give you an idea

If you have a few subscribers paying 5 HBD apiece, the platform will collect 5% as a fee. If you get over the next level, it drops to 3%.
So if I want to "subscribe" to 5 accounts (yours, mightpossibly, Caleb, winanda and shiftrox). Would I have to pay 25 HBD in addition to the 10 HBD I pay for my Premium? Right?
Yes if all of those have subscriptions. However, not everyone is going to set one up.
Have to post content to it especially for those subscribers. It is similar to how Patreon and Substack do it.

Yes. The 5 HBD goes to the content creator you are subscribing to. Of course, you could set up one if you wanted and place content there to get subscribers.
