Time and effort, and their combination. The more often you post-- and this includes comments and threads-- the more your rep increases. Post little, rep won't go up much if at all. Spam, and rep will drop into negative numbers.
I see, so it's something of Leo's version of the Hive reputation system.
That's more or less what it is. The numbers are calculated a bit differently, but it's essentially the same thing.
