History can give many examples of cities built from scratch in the middle of nowhere. Some of them even became big metropolitan cities we know today (like Alexandria, Istanbul, St. Petersburg). But they were not founded by utopian-minded benefactors motivated by desire to reform society. Their growth was result of specific political and economic circumstances together with specific strategic considerations.
