I agree...

But I also realize that with great power comes great responsibility.

There'd be more censorship issues to handle as communities and systems grow if author privileges and plagiarism are to be handled properly.

    Yes, this is the job of the community owners. It is up to them to choose how they run their community, application, or whatever experience they offer on the second layer.
