On the surface, those numbers seem so low. I was for some reason expecting to see them much higher.

Yeah you would think but when you consider the fact that there is 82 times the amount of hive as leo shows why they are so low.
At least is we determine the levels based upon a percentage basis compared to Hive.
There could be other ways of establishing the different levels.

So as time goes on, will these numbers naturally increase alongside LEO inflation?

In this situation, I tied it to the Hive model so the inflation in Hive, which causes those levels to increase will naturally be reflected.
So yes, ultimately the numbers will increase.
