We have some really amazing and capable people who are geographically right there who are bilingual and really awesome trusted community members- they're always the first to be asked when we're working on and considering on which events are good fit for things like Valueplan budget. In this case, there will be a few mainstage talks as part of this event and nobody will get a "vacation", but I know what you mean because everyone's version of what is effective looks different. No one of us controls what the "official" Hive presences really looks like, but for things like Valueplan or marketing efforts where I do my best to help out and be involved, it always comes down to "what human assets do we have where this proposed event is and how do we stretch our grassroots impact out to be as effective as possible?"

Where did the money come from and who gets to make these calls to spend it?
Are these decisions based on what the witnesses we elected have made? - If so, can we see who voted for and against?
My main issue is that there is no way of quantifying results of an event sponsorship like this.

So, in the case of this event, and some more conferences to come, these are part of Valueplan's proposal to the DHF. There are other proposals to the DHF as well. In the case of Valueplan, you can find posts outlining criteria (things like how community members can propose to Valueplan vs straight to the DHF, what sort of costs are acceptable and what aren't, etc) there as well. It's a DHF proposal for a wide ranging promotional fund to be used across a number of marketing and community outreach stuff.
I volunteer my time and my career skills to kick in with everything from graphics and design work, copy, logistics, and all other forms of contribution wherever I can in sub proposals, so while I can give you direct and honest answers from my own perspective as with anything blockchain related I'm no controller or arbiter of truth for any one aspect of what makes Hive "Hive."
I will say, finding a spread of opportunities all over the world for places that Hive can be seen on similar footing to other tech, other communities, and finding ways to get the brand name known (uphill battle and half) is a tricky one that almost no one at all agrees on. Quantification of what a trade show, a sponsorship, a conference, a borehole, B2B outreach to get businesses accepting HBD, or something like a logo on a tuk tuk in Bangkok etc is going to be one of those things that isn't equal in methodology across different types of events. For Valueplan, the year's activities, outcomes, participants, etc is all reported before the next year's projection, and that determines what things overall felt useful to the community and will guide scope moving forward.
Each of the things that get undertaken are pitched to VP by community members, and I would love to see more people reaching out with more ideas that aren't "pay me to do X" as a bulk of requests to Valueplan are denied. I would also love to see other versions of this going straight to the DHF itself, but I know that it is intimidating and a lot of work.
