We want people to get at least introduced to it, and for it to not being a pain (otherwise no one does it). I am sure that the ones that understand how important it is because of their stake, will understand that more assidual voting is required. But those will already know... I see that almost weekly happening in some cases. Which tells me there are people that care a LOT!
Either way, does not mean that everyone need to have the same attention. But starting somewhere is key.

Starting somewhere is important. Our fellow Hivers can always increase D frequency of their witness votes depending on how active they R. There just needs 2B some sort of baseline in fulfilling this responsibility as owners of staked $HIVE.
