Someone could correct me if I'm wrong, but I believe the RCs necessary for processing the transaction would come from the buyer. So your RC would reduce when sending the payment with no affect to the merchant.
In any case, if the merchant needs more RC, leasing costs would just be a cost of doing business.
You are correct. The sender is the one who requires the RC.

The receiver doesnt require any. It is the sender.
A merchant will only need resource credits (HP) when sending the HBD out of his or her wallet.
