Ah okay, so you are limited by the game design :D
That's right, but it's certainly the way it's meant to be, so that you can steal back what you've stolen.
Otherwise it would be too easy. Then you could carry out all the attacks and claim them immediately.
That way, others still have a small chance to strike back.
