Remember, bubble is a market term that relates to money. Technology doesnt have that component. It progresses along being built at its own pace.
There could be hype cycles, which is technology tied to expectations. That said, it still doesnt affect the outcomes of tech.
The dotcom was Internet stocks that went crazy and bubbled. It popped. Yet somehow the internet still evolved and developed.
