I've begun looking for the official text of that decree. It seems to not be so accessible upfront on the web, which feels a bit weird. I'll update the Threaders as soon as I find it - or in case it would be false.

Absolutely. I'm having a hard time finding it, my hypothesis up to now is that it could be an "old" piece of news - from a June 2022 decree, where Nicaragua opened its borders to foreign military forces, in a framework the Government (1/2)
presented as being humanitarian. I don't see a new army related decree in the last 2 official legislative publications (in "lagaceta.gob.ni").
They tried that before in Cuba. It didn't work out well. Closest we ever came to nuclear war.
