I already have one but it's in paper format. I planned to make a plastic one but the person that did the paper is charging me #4000 to make it plastic.
I tried using the app for that it wasn't working, still seeking for solutions.

Yes. When I first did my Nin it can out in paper format. Wish to snap and send but the paper is messed up.
There are some verification I need to do and they requested the laminated one. Just stocked.

That's a problem, what can a person in such situation do?
you can still reprint it,by going to a Nin office and giving them your Nin details then you can photo copy and laminate
