I had already drafted an article on that (intended for 3rd edition launch but it might be useful to launch it sooner) - I do think that is actually the way to go. In short, you might want to get to 100 popularity to feel the immigration boost. Art Galleries have no SIM income but they are the cost-effective way to get you there and the extra citizen cards make up for that (especially as SIM production taxes are sky high right now).
