That is great news and I am looking forward to how this plays out. Without a law, I think there is a decent chance that things won't go through because the politicians and bankers won't let this go easily.

Many things in life start out with practical implementation before any legal framework is even worked out. Government and legislature seem to lag with any useful actions most of the time.
