This sounds so similar to how the US wants to mark everyone who transacts over $600 or so. I am really hoping it doesn't go that far for the US though.

I think it'll be difficult to do that in the US seeing that such an attempt might need to pass through a lot of bills or through Senate or something like that. Unlike in Nigeria where it'll pass without any attempt at stopping it.
