So like Splinterlands in the beginning, I can earn so long as I buy the license? I thought the pack items would be needed for earning so I didn't even bother giving it a try.

Yes the license is required to be enabled to earn rewards as on Splinterlands.
The only difference is that on Muterra each license can be activated on one Tamer and if you have multiple Tamers you can buy multiple licenses.
The other peculiarity is that licenses are NFT transferable but if activated on a Tamer they become forever tied to that Tamer and if the Tamer is sold the license does not follow the Tamer...
