I tend to be optimistic about the world advancing to a digital network state, not sure how long it will take for us to get there but it is a digital world I long to see dominate our lives.
From what we are witnessing, countries being affected the most through corrupt practices and tyrant governments are the ones that will seek alternative means like Nigeria, Venezuela...
Provided devs place priority on decentralized protocols, I don't see Web 3 being stopped.

It will take a while. Organizations like Facebook started the ball rolling. It took us near 20 years to get to the pont we are at with network-states, albeit centralized.
We are now looking at the next evolution stage. It will take another few decades for this to evolve.
