Because it uses 1 potion per card, and there are 5 cards in each pack. Thus if you want all of them to be double the chance of legendary, or of being gold, you need 5 potions.

If we are already on the FOMO train, you forgot to add in the "There will be a limited edition promo card air-dropped exclusively to pre-sale buyers. Each pack has a 2% chance of pulling one, and each one has a 2% chance of being a Gold Foil" section that buying 50 pre-sale packs give a guaranteed regular foil limited edition promo card, and 1000 pre-sale packs give a guaranteed gold foil limited edition promo card. ;)
