I'll have to create a full document and publish it to Steemleo.com. I'll try to work on that tomorrow.
For now, @leo.voter is pretty simple -- it works on our Proof of Delegation system and distributes LEO tokens to delegators at a 16-18% APR based on the amount of STEEM POWER delegated to it.
You can see the payouts happening each day (every 24 hours) from the leo.bounties account -- https://steemleo.com/@leo.bounties/transfers
