That's not the case, these are displaced people from different areas of Gaza, they have no option to gather in Rafah and all borders to neighboring countries are closed. What option they have now.

I don't think so, whether the rockets fired from Israel distinguish between militants and civilian. Gaza is a confined space and people there are in a very dangerous situation.
