If it was built as a result of following established codes and regulations and laws, then fault lies with the authorities and lawmakers for allowing substandard materials into the specifications (especially if bribes were involved).

Sadly, that's the nature of political forms of government everywhere. Our only means of escaping this is space travel, and we're not ready for that.
People can build their own, so the blame lyes upon themselves. Faulty wiring? Why didn't they get it inspected. Lightning strike? Choice of materials, etc... Most want everything done for them and there's consequences for that.
In those cases, they have themselves to blame, whether they know what they're doing or not. These situations aren't the only ones.
