That's similar to what happened in China decades after the "one child" policy. After enduring the unexpected side effects of that policy, China went back to a more family-friendly policy.

The concept of unintended consequences. One would have thought they'd have anticipated the loss of revenue and planned around it.

Yeah but by the time they did, it was too late. Chinese women are not having children at the rate the country needs, even after the ban got lifted.
That country is entering a harsh demographic phase. They might never pull out of it.
