The Shutdowns are never total. Many exemptions exist to these Shutdowns to the point where most people don't even notice there is a Shutdown. I call BS and insist on a true Shutdown.

Yep. The majority are not affected. They end up arguing over pennies since most of the budget automatically is paid.
