Closest we have so far is 3speak.tv. I wouldn't consider it fully fleshed out yet, but it's getting quite close. There were two major attempts at a streaming site/service on Steem/Hive, but one had to call it quits, the other is on Steem.
In terms of features, probably, but it'll require A LOT of work... In terms popularity, I'd say it's impossible.

Not unless someone builds it because 3speak has made it clear they are not going in that direction.
