Yes it is, but you know many governments will be against this because they won’t be able to manipulate results the way they like. Some countries have implement them though and the elections turned out successful, I mean, but Ofcourse.

Yes it can be traced. But there are other protocols within the crypto space that enables the features that make it untraceable. One of such is Tornado Cash.

Withdrawals are a type of transaction as long as it is valid it will happen

Not possible as I know of it.
