If not you can buy some eth arb on a central exchange I think.

I'm thinking of a higher fee since it's under the ETH chain...or am I wrong?

Not really sure about when you first get it and transfer into LeoDex, but the LeoDex fees amount to pennies of ARB-ETH. I think. I am no expert user.
