I simply thought the picture and caption suggested (possibly seriously or maybe satirically...) that Trump was Putin's pet attack dog against Ukraine.
Whether or not one thinks Trump is siding with Putin, which by appearance he seems to be, the intimation that Putin has him on a leash is funny to me. Trump has way too much megalomania for that, and I think the people that deride Trump's subservience are really just afraid that he is an uncontrollable wildcard.

I am not a big trump fan, but I really don't see him as being anyone's poodle. 🤣
In fact, I think that is what many of his enemies are afraid of...that he thinks he is the greatest.
