Creating a decentralized social media chain on Optimism Superchain infrastructure can be reasonable. Coinbase created a blockchain named Base using that infrastructure, which has 400+ million USD TVL, according to Defillama.

The Arbitrum version of Optimism Superchain is Orbit. Chains created using these services are called Layer 3 blockchains. Optimism superchains will be interoperable within the Optimism.

Layer 3s are compatible with EVM, and transaction fees will be cheap. Ethereum's Dancun upgrade will help lower transaction fees of Layer 2s and Layer 3s to 1/10th. The modular blockchain concept also helps as data is stored on blockchains like Celestia and Eigenlayer with data availability solutions instead of Ethereum. Layer 3s use Ethereum for consensus and security, layer 2s for interoperability, data availability solutions for data storage, and they make execution. I completed a transaction for less than a cent on the Manta chain, an Ethereum layer 2, which uses a data availability solution of Celestia. Dancun upgrade will further lower the cost.

Optimism Superchains or Arbitrum Orbits can be suitable as a decentralized media chain as transaction fees are low, and they can leverage Ethereum's resources/network/assets. Will the transaction cost be sufficiently low? I am not sure.
